Smith Mountain Lake has a Shoreline Management Plan that provides the rules and regulations for the lake below the 800' contour.  If you are considerig the purchase of a home on Smith Mountain Lake, we strongly recommend that you read the entire document.  Many people have purchased property only to discover that a dock cannot be placed on the property because the dock would be more than one third into the cove, the water is not deep enough,  or the side set backs were not far enough from a neighboring property, etc.  Also, there are regulations regarding taking down trees and shrubery below the 800' contour.
